what cause input field not allow text selection on net explorer when allows editing , text selection of field works on other browsers?

a webpage has number of input fields within cells of table. these inputfields can activated , text edited can't select text within them. text selection works on chrome not work on ie8 neither ie10. these input fields not affected user-select css rule. these ie bugs? for?
