how can concatenate row's cell values without missing 0 left?

your 0702 not text, it's number formatted text. seek converting number text prior concatenation, e.g.
=a1&b1&text(c1,"0000")&d1&text(e1,"0000")&f1&text(g1,"00") excel excel-formula
