facebook - Graph API 'likes', publish_stream permission, app unapproved -

i have website following:

retrieve facebook page posts specific page. display posts on website. if visitor not logged in facebook, display custom 'log in facebook' button next each post. otherwise display custom 'thumbs up' button. by clicking 'thumbs up' button, user able specific facebook page post own facebook account. nil should show on user's timeline other regular posts facebook displays whenever user likes on facebook.

i'm using graph api likes method (https://developers.facebook.com/docs/graph-api/reference/v2.2/object/likes/) requires publish_actions permission.

everything working great, users able posts on facebook page website, , action shows in activity log.

the problem app rejected next reasons:

the expected story doesn't publish facebook. i've tried different test users reproduce publish_actions, nil publishing. please check links , resubmit. provide timeline screenshot of publish story. give thanks you.

we not reproduce requested permission. please submit timeline screenshot of successful publish on facebook, detailed, step-by-step english language instructions in "add notes" section of permission. see here additional info on login permission requirements.

i've provided step step instructions, screenshots of website screenshot of user's activity log shows them liking post. still no luck. think problem may expecting sort of story displayed on user's timeline, don't need or want. want allow user post facebook page work , confirmed who's tested on end.

if can point me in right direction (i'm unable provide screenshots or code here, sorry), appreciated. in advance!
