i have webapi project uses cache library.i using cache duration key used within cache library.my question standard practice should set cache duration key,from pick value of cache duration, within appconfig of cache library or web.config of webapi?

the web.config place go in web application. there's no such thing app.config in asp.net application. build mechanism load configuration info custom places first place developer such things web.config.
