windows 8.1 - SP2-1503: Unable to initialize Oracle call interface SP2-0152: ORACLE may not be functioning properly -

i have install oracle client 10.2.0 in windows 8.1 machine. after installation oracle client able connect database when login in administrator machine/pc. if login normal user machine/pc not able connect database. in scenario oracle client application getting close after come in username, password , database name , press button connect oracle client/sqlplus connect.

we getting below error after type sqlplus command prompt normal user login.

sp2-1503: unable initialize oracle phone call interface sp2-0152: oracle may not functioning

i found solution , prepare issue below steps.

assign "create global objects" user right non-administrator account. 1. click start, point programs, point administrative tools, , click local security policy. 2. expand local policies, , click user rights assignment. 3. in right pane, double-click create global objects. 4. in local security policy setting dialog box, click add. 5. in select users or grouping dialog box, click user business relationship want add, click add, , click ok. 6. click ok.
