Android IAB Purchases not visible when query inventory called on device with newer android -

i have iab setup there 1 item purchase - total version unlocker.

if purchase item on sg4 , open app on sem - item found in inventory , license accepted on sem - far good.

but if other way around - purchase sem not visible when inventory queried sg4

any clue why?

sg4 - samsung galaxy s4 mini - gt-i9195 (stock jelly bean mr1 4.2.2) sem - sony ericsson xperia mini pro - sk17i (stock gingerbread mr1 2.3.4)

notes:

if seek purchase item 1 time again "item owned message" i'm using exact same apk on both devices i started trivia tutorial - there no important changes in code i have apk published in alfa & beta version (since 2wks ago) same version number on device app not public yet. i utilize same testing business relationship primary business relationship on both devices - not same developer business relationship apk published im using iabhelper i tested using android.test.purchased , own sku - resulta same
