>taskkill /pid 4664

success: sent termination signal process pid 4664.

why can not kill pid 4664 taskkill /pid 4664

try passing next parameters taskkill:

/t = kill kid process /f = forceful termination

another alternative utilize powerfulness shell kill pid:

kill -id 4664

if nil works, maybe process blocked waiting resource (perhaps bug). consider rebooting.
