depends on how define fresher level... if have skills basic hand drawing(for example, if can draw out little guy on paper using pencil, , it's want), photoshop best tool. however, drawing mouse nightmare, need digital tablet well.

if can't, adobe firework or illustrator recommended. based on vectors image approach, it's not hard create such images using editable curves.
